    It's a syrphid fly commonly known as hoverfly, Eristalinus megacephalus. They are quite common in wadis and oases. It seems to have world wide distribution. This one is a male because the eyes are touching.

    A beetle at rest would not show wings. They would be covered by a hard protective shell.
