We generally put these under 'Great white-headed gull sp' & in eBird; Gull sp, Larus sp.
It is either one of the Lesser Black-backed Gull subspecies (Steppe Gull or Heuglin's Gull) or a young Caspian Gull. That is why a blanket Lesser Black-backed Gull does not cut it.
Looking at how common/rare some of these are, it's PROBABLY a Steppe Gull, L. fuscus barabensis.
But, in my opinion, no way to tell with 100% certainty. It's hard enough with the adult gulls.
