Can anyone identify this bird, seen on the edge of the river 5 days ago in Truso Valley in northern Georgia? There were quite a few water pipits along this stretch of the river, but this appears to be more lark-like (eyes) but there are not many larks with a long bill. I couldn't see any obvious crest.

Possibly moulting? Agree that it is atypical, but everything else fits Water Pipit
