It's a Black winged kite I think.

I believe females have yellowish iris.

Thanks Tommy. I thought so too. But the tail length and the color of the beak and feet looked different.

The Barricades are open now. There are no entry signs but loads of ppl are going there for fishing. If you take the Hameem exit, you cannot access the beach and drive to the left anymore. You can go to the right towards ACPT but the beach is full of fishermen literally every 10 feet. There is another exit further down to enter Hameem beach from the Western side which I haven't tried yet.
